Abstract

CPEC was officially launched in 2013 as a flag ship of BRI. In this study, the authors reviewed CPEC’s substantive achievements, the growing divergence in its assessments, and the underlying causes of its challenges. The findings show that CPEC has significantly advanced infrastructure connectivity, including highways, ports, and energy projects, while also deepening bilateral security cooperation and people‑to‑people exchanges. However, the corridor faces mounting geopolitical pressures, particularly from U.S.-led Indo‑Pacific strategies and intensifying Sino‑U.S. competition, as well as regional tensions with India. Domestically, Pakistan’s fragile security environment, weak economic fundamentals, high debt burdens, and overly optimistic public expectations have created operational and financial risks. In the complication section, the authors propose strategic implications for the high‑quality development of the BRI: managing geopolitical rivalries through multilateral engagement, adhering to market principles and risk governance, innovating security safeguard systems, and strengthening think‑tank research and positive public communication. The study concludes that CPEC remains a vital model for BRI cooperation, and its sustainable advancement requires adaptive policy adjustments, pragmatic risk mitigation, and sustained bilateral commitment. This analysis offers both theoretical insights and practical references for future international infrastructure cooperation under the BRI framework.
